Many drivers seem to be unaware that it is not only discourteous, but also illegal, to pull into an intersection where traffic is backed up if the effect is to block other traffic from getting through the intersection. In other words, it’s illegal to pull into an intersection if you can’t clear the intersection without blocking other cars which will have the right of way with a changing light, for instance.
The problem is especially acute in high traffic areas where cars stack up, like the short blocks around the Mayo Clinic or side streets where cars are trying to get onto a main thoroughfare. On the other hand, it is perfectly legal to make a turn in a congested intersection if the result is to allow your vehicle to safely leave the intersection.
The answer obviously is to observe common courtesy and avoid contributing to gridlock on our streets.
